The government’s legislative work list has published information on a draft regulation on appointing a government plenipotentiary for innovation in European projects

According to the published draft (No. RD531), a plenipotentiary for innovation in European projects is to be appointed in Q2 of this year. He will have the rank of secretary of state in the Ministry of Funds and Regional Policy. This ministry is also preparing regulations.
The role of the plenipotentiary would be to support innovation in the implementation of programs and projects funded in the new EU financial perspective (2021-2027) and in the implementation of the National Recovery Plan. The tasks of the plenipotentiary would include: analyzing the current legislation and existing solutions for innovation within the implementation of programs, projects and undertakings financed with European funds; identifying problems and risks for innovation within the implementation of programs, projects and undertakings; taking action to promote innovation and developing cooperation with social and economic partners in promoting innovation.
It was added that the plenipotentiary will be able to cooperate with authorities of local self-government units, state legal persons, legal persons with participation of the State Treasury and non-governmental organizations. He will also be able to appoint expert teams and commission expert opinions after agreeing with the minister in charge of regional development
