It is proposed to limit the bank commission for payment of cellular communication services through mobile applications and websites to 1%

The Ministry of Digital has sent to the Bank of Russia and the Ministry of Economic Development a proposal to limit the bank commission for the payment of cellular services through mobile applications and websites at 1%. TASS writes about it with reference to the publication of “Izvestia”.


In a letter from Dmitry Kim, Deputy Minister of Digital Development, Communications and Mass Media, which the publication has read, it is noted that they are talking about receiving and transferring payments for communication services to the accounts of operators, “including the use of electronic means of payment”. A source of “Izvestia” explained that by such means primarily meant the mobile applications of credit organizations and their websites. According to the newspaper, the initiators of the proposal expect that this support measure will be valid until August 31, 2022.

As explained by “Izvestia”, the Ministry of Digital proposes to implement its initiative by extending the decision of the Central Bank Board of Directors adopted in March, which limits at 1% the commission on payments for services in communications, housing and utilities, medicine, education, culture, tourism, as well as passenger transportation from bank cards. However, it affects only payments by cards, so the fee for payment in the application or on the bank’s website without entering the details of the card in this case will be higher, the publication explained in the Ministry of Finance. According to the newspaper, the ministry proposes to establish a single fee on payments for communication services regardless of the use of payment cards.

According to the Ministry of Digital cited by the publication, in large banks, the average commission on payments for communication services is more than 1.1%, and the volume of payments by telecom operators for 2021 amounted to more than 1 trillion rubles.

The Bank of Russia and the Ministry of Economic Development confirmed to the publication the receipt of the letter of the Ministry of Information. The press service of the Ministry of Economic Development added that they support this initiative, Izvestia specifies.
