“If the state decides to block it, it has to enforce it.” Authorities responded to a question about liability for VPN use

The head of the Council of the Federation Committee on Constitutional Legislation and State Construction Andrei Klishas said in an interview with Izvestia that Russian lawmakers are not developing measures to introduce liability for the use of VPN-services.

He was asked if there were any plans to introduce liability for their use, since with the help of VPN services many people still sit on banned social sites.

I don’t rule out the possibility that someone might think of imposing liability on citizens. I am opposed to that. I believe that if the state decides to block, then it must provide it. There is no liability for the people now, and we in parliament are not developing it.

In the same interview, the head of the Council of the Federation’s Committee on Constitutional Legislation and State Building said that the YouTube service in Russia will be blocked if the laws are violated.

Earlier, Andrei Klishas already said that there are no plans to punish the use of VPN services in Russia, but they will continue to block sites where you can download a VPN.
